MONTAGNE: And good thing, because if the first nationwide test yesterday of the Emergency Alert System had been a real alert, some Americans would not have known there was an emergency. Instead of that irritating high-pitched tone interrupting television and radio programming, some heard Lady Gaga singing "Paparazzi."
